in what way can a government help to prevent famines even in times of crop failure ?​

when crop failure happens there wont be any crops left to sell and to gain profit for the farmers. Usually farmers take loans and other money support for cultivation and this will be cleared by the profit they gain by selling their crops. Once they face failure, they will be facing problem and crops wont be available for others. Usually , government overcome this by collecting and storing the crops at the time of availability and this will used in such emergency situations. But in some particular time even this wont be working. So government has to to depend on neighboring states for food support
