In what way did the 1st World War pave the way for the development of TISCO in India?

In 1914, the First World War broke out and the steel production in Britain was diverted towards attending to the needs of the British war effort in Europe. As a result, the imports of British steel into India declined sharply and the Indian Railways turned to TISCO for the supply of rails. As the war dragged on for several years, TISCO also had to produce shells and carriage wheels on a large scale. By 1919, the colonial government was buying 90% of the steel manufactured by TISCO. Hence, over time, TISCO became the biggest steel industry within the whole of the British Empire.
