I would just like to add that Rajya Sabha was actually introduced to avoid the centre from imposing its hegemony on the states by giving the states a voice at the national level. However, at present Rajya Sabha has degraded and is becoming a ground for losers with big political clout and just an obstructionist. It has become an overdose of democracy by diluting power to such an extent that no decision can be taken at all.
Reforms in Rajya Sabha is very much needed. The most important of that is to ensure the elections of state and central govt is synced together after every period of 30 years by either extending or cutting short the tenure. This should be followed by reform in Rajya Sabha elections by cutting its members' term to 5 years and simultaneous elections for all the seats immediately after Lok Sabha elections according to the 30 year periodic cycle. This helps in reducing election costs and also gives more strength to the govt by giving a single verdict across different tiers of govt..
