air is considered as matter because it has weight and it occupy space.for example,take 2 balloons ,fill the air in one ballon and let the 2nd balloon empty and measure the two balloon with spring balance you will occur that the balloon filled with gas is heavier than the empty balloon hence it is proved that air is matter because it occupy space and have weight.
