In deccan plateau the rivers are penninsular wheras in northern plains rivers are prennial(himalayan) rivers

Rivers of Deccan plateau originate from Western Ghats where as Rivers of Northern plains originates in snow capped glaciers in Himalayas because they get water form snow glaciers which melts in summer season therefore they are perennial.

Deccan Rivers irrigate peninsular Plateau of India fed by rain water or Monsoon water which becomes dry in summer season where as Northern Plains Rivers irrigate Northern India which includes all Himalayan Rivers such as Ganga and Yamuna.
