In binary fission the nucleus divides into two daughter nuclei leading to the division of cytoplasm which then develops into two new individuals where as in budding a bulb like projection grows out from the parents body which grows in size and then detaches from parents body and grows into new individual.

In binary fission one organism divides into two or more daughter cells while in budding a part of parent plant grows out to become a new organism which then detaches from the parent organism and grows individually.
moreover in binary fission the parent organism dies after giving birth to offspring whereas in budding both the parent and offspring are alive and grows as individual organism.
