Evaporation is increased by greater heat and lower humidity.


The greater the heat, the higher the energy that water molecules have so the easier it is for them to form a gas.


The lower the humidity the greater the ability of the atmosphere to accept water molecules as a gas.


So both those factors affect evaporation.


Drought is a subjective assessment of the dryness of a region. Some usually very dry places would declare a drought after maybe two years without rain, while other usually wet places would declare a drought after two weeks without rain.
