We know acceleration is the rate of change in velocity.
When a car starts moving it begins to gain velocity. Which means the acceleration is positive.
When brakes are applied the moving car loses velocity and may even come to rest. So, in this case the acceleration is negative.
Hence, acceleration in case of a car starting from rest is more than the acceleration of a car applying the brake suddenly.
