A parallel government is formed when two different groups form two different governments, independent of each other, and refuse to accept the other's ideologies.

During the Quit India Movement, parallel governments were established in four districts of India, to fight the unjust government formed by the British.

One was in the Tamluk village of Midnapore district, Bengal. It was started by a rebel, Satish Samant who was angered over the callousness of the British government, and was active from 1942 to 1944.  It was particularly helpful during the Bengal Famine of 1943, as it helped reach food and other resources to famine ravaged farmers.
