It is agriculture. Let us take an example. There a fixed amount of land, say 25 hectare, in the hands of government. Govt. now employees 100 farmers solely for growing crops, say Cotton. After 6 months, the crops are ready to be harvested. 

All harvesting is done and now the duty of 100 farmers is over. Now, according to current average hectare production of India, between 500-550kgs per hectare, we have now 500x25 = 12500kgs of Cotton. 

It'll take like some 50 lorries to transport them to the mills. 50 lorries means 2x50 = 100 more people getting job. [Each lorry in has a driver and a co-driver. Never observed?]

So, far 200 people have been employed. After it goes to the mills, then all the process of segregating, categorizing, thread-pulling, weaving etc till is turns out to be a cloth will employ 50 more people(Rough guess).

Once the cloth is ready, the next step is stitching[Let's assume 50 tailors here]. After stitching, we have to send them to the markets[Assume 50x2 lorry drivers]. Then it goes to different shops, say it goes to 50 shops. Assuming 1 shop giving employment to 2. We have now 50x2 = 100 people employed. So, total people employed:

Farmers = 100
Lorry driver = 200
Mill worker = 50
Tailors = 50
Shopkeepers = 100

Total = 500

So, 25 hectare has roughly given employment to 500 people. This
analysis may not be accurate but I hope that you got the point.
