Five year plan refers to the systematic management scheme introduced by Joseph Stalin for the first time in Russia.  This Soviet management scheme has innumerable foci including the constant eyes it laid on the economic,  social and financial conditions of USSR.  The 18th plan was the five year plan which had it's GDP focus at 23 percent but it exceeded to 25 percent.
