I think in primary sector the condition of underemployment increases as more and more people are engaged in the same work. like in rural areas in agriculture more people works then they are required similarly in the rural areas in construction workers site there also the people are underemployed as more than required people are working in the same work they are engaged in same work and working less than their capability
