We have 29 states, but only 24 HCs. So, a total of 5 states don't have a High Court.

Arunachal Pradesh, Nagaland, Tripura, Meghalaya, Manipur and Mizoram are the states which don’t have high courts. The cases in these jurisdiction come under either the Sikkim high court or the Guwahati high court. Even Goa doesn’t have its own high court and comes under the jurisdiction of Bombay High Court. In case of Haryana and Punjab, both share a common high court. So, even though there are 29 states there are only 24 high courts
