Hey there!
In solids particles are rigid and has less collisions though they are very near . The rigidity of a liquid depends on the container. So, Liquids also can't have more collisions.
The only state in which collisions are maximum between the particles is Gaseous state.
In gaseous state ,The particles move freely throught the space and collide at most. As they collide, Their directions are changed.
Hope helped!
