Hi, if you mean electric current, then you're talking about a phenomenon, not about matter. That is to say, electric current isn't "stuff", it's "something that happens". It's a bit like asking "what state of matter is a sound?"

If you mean electric charge, then you're again not talking about matter but about a property of matter. That would be like asking "what state of matter is the color blue?"

These different meanings of electricity all have to do with charged particles like electrons, of course. (Not all electric currents are moving electrons... there are currents in a battery, for instance, that consist of flows of ions). Anyway you can't ask "what state of matter do electrons belong to", because states of matter don't have to do with specific type of particles, they have to do with the relationships between different kinds of particles within a bulk substance.
