The bulb will glow only in "Case B"

Because, in all other cases, the arrangement is not proper.

in case a , the wire is not connected on both sides of the cell.

in case c ,thread is used inplace of wire ,as thread is an insulator , it wouldn't conduct electricity ,thus buld wouldn't glow.

in case d , rubber band is used , which is also an insulator .
