Headquartered in London, the IMO was created by a convention adopted at the UN Maritime Conference in 1948. The convention came into force on March 17, 1958, after it was ratified by 21 countries—seven of which were required to have at least one million gross tons of shipping

The UN Maritime Conference in a convention in 1948, formed the International Maritime Organization. This convention came into force on March 17, 1958.  

This organization was formed to  United Nations develop international agreements and other mechanisms on marine protection. This agency is responsible for regulating shipping. IMO is governed by an association of members and is financially managed by a committee of members chosen from the association.
