In 1986 the Indian government adopted zero-based budgeting as a technique for determining expenditure budget.
In India the principle was initiated in 1983 in the Department of Science and Technology. In this method all expenses for each new period have to be justified. No reference is made to the previous years. The budget is evaluated from the zero-base. The ZBB concept was promoted in the seventh five year plan.
