The Arms Act was passed in 1878 by the then Viceroy, Lord Lytton, as a repressive measure.
Since the Press was contributing much to arouse the nationalistic feelings among the people in India, first Lord Lytton passed the Vernacular Press Act.
This act was severely criticized by the nationalists like Surendranath Banerjee and Bipin Chandra Pal. The revolutionaries like Bhagat Singh were enraged.
Hence, Lord Lytton wittingly passed the Arms Act, according to which, only the Indians needed to keep license for keeping arms with them, whereas the Europeans need not.
This made the bridge between the British and the Indians longer and unbreakable. The Indians could not get license for arms, so the Arms Act was also criticised by Bal Gangadhar Tilak, in his newspapers Kesari and Mahratta.
