Since the body is warm, the air is warm and moist however in the surrounding atmosphere it is affected by low temperature.
Hence condensation occurs and the air is turned into tiny water droplets.
Therefore, one can witness foggy appearance.

The exhaled air is warm and consist mainly of CO2 and water vapour. As the air outside is very cold in winter morning, the water vapour of the exhaled air condenses to small droplets of water. Thus, there is a foggy appearance.
