North East Trade winds blows from the Mediterranean region towards Bay of Bengal. It thus passes through Pakistan and Indian western states (Punjab, Haryana). As the wind mainly blows over the land, it has very little moisture and thus even if it rains, the rainfall is mostly scanty.
The same wind after passing through Bay of Bengal absorbs moisture and thus causes heavy rainfall in Tamil Nadu(during winters) and other southern states.
