A diary is written document or record written in daily basis.So there is no hard and fast rules for writing diary. But in general a diary is written in past tense. One may use Present tense, past tense and even future tense while writing diary.

Why stick to only 2 tenses?
We generally use all the tenses when we communicate because time never stops and goes through the past, the present and the future! Now, when we report (Diary writing is usually an account of reporting) we usually use past tenses. But then, you can include facts, your perceptions etc., where you use present tenses. You may also choose to write your plans, lessons you will follow later etc., where you use future tenses.
Here is an example
“I had an unnecessary argument with my friend trying to force him to concentrate on his studies. I think, he spends so much time on social media and is not devoting his time for studies. I will have to find ways to make him understand so that he improves his grades.”
