In drawing the state’s attention towards social and environmental costs of development, popular struggles have played a significant role. Many countries have adopted the developed models which has increased their problems by two-fold, that is, they have proved to be very costly for developing countries or states.

The best example of this situation is Africa who is suffering till now from heavy debts which it had borrowed from developed countries. The development model has also elevated the social cost of development whose effects are long-lasting like due to the construction of big dams etc. lakhs of people have been displaced from their homes. This displacement has led to loss of livelihood. These issues have drawn the attention of the state towards responding actively towards social and environmental development costs.
