Income alone is not sufficient for development because:

1)There are many other non materialistic values like equality , freedom, security, etc; without which development is impossible.

2)With out basic health facilities people cannot contibute much to the national income and thus no development takes place. The absenteeism also increases.

3)Education is another imp factor that development depends on.With out education there will be less human resources and hence no development takes place.

Therefore there are other thing that development depends on other than income.
