Because as the oxidation state increase... Electronegativity too increases... The elements which has more electronegativity can gain electrons...so we know that acidic characters are found in metals... Where as in non metals are basic..so when we move in a period metallic characters decreas... So thats why basic characters decrease. Increases in o. S leads to decreas in basic characters.....

in higher oxidation states metal oxides are more covalent in nature as the polarizing power of the metal ion proportional to its oxidation states. so their oxides are acidic in nature. but in the lower oxidation state ionic character is more so metal oxides are basic in nature.
