Like literacy rate, if in a country, there is a good literary rate, then also it's a kind of development means welfare of that country. Many other aspects also important like less infant mortality rate, sex ratios, etc.

Now money alone cannot provide all that makes life worthy, because with income you also need some non-materialistic things like love of your family, your health,etc...
