Increase in unemployment is related to decrease in personal GDP, which is a negative factor in economy.  

Per capita income is one of the signs of depressed economy.

Employment ensures per capita income, which is indeed a positive factor in economic development of a place/country.

Depressed economy is not a promising issue and unemployment is an obvious factor of down economy.
