Independent measurements required to construct a parallelogram is one angle and two adjacent sides of parallelogram.

(i) Parallelogram has four sides like a rectangle in which the opposite sides are equal. Hence two adjacent sides of a parallelogram are required.

(ii) In parallelogram, the adjacent angles are also called as supplementary, hence one angle of the parallelogram is required to find the other three.

Therefore, from (i) and (ii) we can conclude that one angle and two adjacent sides of parallelogram are the independent requirement needed to construct a parallelogram.
