By Constitution of India Article 3 the Parliament has power to make a new state,increase area of a state decrease area of a state, alter its boundaries or alter its name. On recommendation of President with the advice of Cabinet of Ministers and PM a bill can be tabled in either of the houses. With simple majority this can be passed too. But president has to refer this bill to the concerned state(s) that's getting affected and can seek their opinion and can make some amendments, but considering opinion of States are truly will and wish of the President. So it mean India as a whole it's one though it can be divided into more states than now or accumulated into few ones by the Parliament. Implies India is an indestructible union of destructible states.
