Yes India has a federal system of government but it runs indirectly . but in some countries like Belgium it runs directly.

India has federal form of Government because of these reason:
- India has a federal form of government because of its constitution.Constitution clearly says that india s a union of states.
- It gives different jurisdiction to different form of government ie., to the central and state govt.It is given as the different list
- cental list - contains things of national importance
- state list - contains things of local importance
- Concurrent list - has the things of both wanted .Both can make laws
- It has full fledged judiciary that behaves as an umpire if a dispute arises .Government of both levels cannot control it
- The power sharing arrangement described by the constitution cannot be changed by anyone alone ,it needs the consent of both Government.
