For the same reason why the inland shipping portfolio is not a "hot cake" like the railways or aircraft : there is little money to be made. You construct a dock yard,  dredge a few areas, insure your equipment and hire a few people. You are done in the inland waterway business. No tollgates, no private partnerships, no grand 8 lane roads and no long term contracts. There are very few avenues to cheat and everything is accounted for.

ANSWER:

For a nation like India having massive network of rivers as well as inter-connecting canals, inland navigable waterways has not been fully developed, despite inland waterways having multifarious economic benefits such as being fuel efficient, cheaper when compared to road/rail transportation, and environment friendly.

This potential is not fully tapped as developing inland navigable waterways as means of cargo/passenger transportation, has hardly been a part of the  government reforms and planning programs, and due to the poor state of the rivers, and inadequate infrastructure and funding

EXPLANATION:

A bigger challenge is ensuring the physical sustainability of water flow in different rivers. This necessitate rivers to preserve a certain level of water flow that unfortunately has considerably decreased over the years owing to overuse because of extreme population pressure, and agricultural and industrial necessities.

The regular flow of rivers has also been impacted due to dams being constructed upstream. This implies extensive dredging will be needed to make our rivers navigable. Moreover, funding is a key area of concern that is reflected in the insufficient sums kept only for the purpose of study. The government has still not come up with an all-inclusive financial strategy for the improvement of inland navigable waterways.
