Umm idk whether this is absolutely right but perhapsly this seems the most appropriate to me...
India is a federal country as it has three tiers and the sub units of the central government are not subordinate to the central government.
In India the courts have the power to interpret the powers and authority of the various tiers and solve the risen disputes between them
In India the sources of revenue for each tier is specified so as to ensure
the financial autonomy of each tier.
