The question seems be be based on lack of knowledge of Indian constitution. India has a federal structure, the 29 states have their own government with clear charter of duties, including revenue collection, Revenue sharing between state government and union/central government, the states have legislative powers, their is a local bureaucracy, police and judiciary to administer the state.
Each state is unique in its nature, with its own language etc, many state governments operate on either 2 language formula or 3 language formula.
Similarly, there is a union/central government elected by the people, based on the population of each state the states have members, who intern elect the union government. There is a list of duties, which are clearly defined between a state and union/central government. There is also a concurrent list of duties both state and union/central government for larger benefit of the country. The central government has defined role of managing the money/financial affairs , external relationship…Defence of the country etc.
I don’t see anything wrong in the constitutional provisions, however, a debate whether to have a presidential form of government or the present one based on collective wisdom of the cabinet is relevant rages on once in a while.
The finance commissions clearly indicate the sharing of revenues between states and union/central government. The union/ central acts as a catalyst in ensuring lesser income states are supported in meeting their obligatory expenditure, poor and small states get special funds from the union/central government.
