This is due to India's population.

There are many less jobs but more people.

Thus decreases the GDP of a country.

and people goes below poverty line.

India is not a poor country, but i think the thinking of people is too poor,
I mean , the mentality.
If you are successful to know your self, if you gain to prove yourself , then it will be rich very soon,

India is only considered as a developing country because of following reasons :
1. Low GDP
2. low per capita income.
3. Bad public facilities.
