yes India is a secular state it does not promote any one religion. It treats all the religion as one. It never interfere in religional practices but if a practice creates problem for another religion then it takes a step.
for example---- India made rule for two wheelers that they have to wear a helmet but at the time of execution it created problem for Sikh people because it is a rules for them to wear a turban so the government allowded them to drive a vehicle which have 2 wheels to drive without wearing helmet
