it means that it does not have any type of privileges for one but for all it means the country which had policies in favour of all not for any specific religion or caste.

The word seculiar or secular in the preamble implies that india does not have a state religion or official.
It does not extend special favours to my particular religion.The people of india have full freedom to profess,practise and propagate any religion they like
