India is federal form of country with strong central government.
It means power is distributed at various levels of government-
In a Unitary form of government all powers are in the hands of central government, but in India , however central government holds many powers but some powers (autonomy) has been given to state governments as well.
On some exceptional occasions like emergency situations, Indian government seems to be acting as unitary government because at that time it takes all powers in its hands.
India has an independent judiciary which has many functions, one of them is that it settles disputes between different levels of government, if such case arises.
