This is because there are some regions which can be considered self sufficient in the terms of availability of resources and also the regions which have acute shortage of some vital resources.

For example,

Arunachal Pradesh has abundance of water resources But lack in infrastructural development.

Rajasthan has solar ans wind energy resources Buy lacks water resources.

Ladakh has rich cultural heritage Buy lacks in water resources,infrastructure and some vital minerals.
