India is the union of states . how far is it correct

Article 1 in the Constitution states that India, that is Bharat, shall be a Union of States. The territory of India shall consist of: The territories of the states, The Union territories and Any territory that may be acquired. But while submitting a draft constitution, Dr. Babasaheb Ambedkar stated that ‘although constitution is federal in structure the committee had used the term Union because of certain advantages which were explained in assembly indicate two things

1.Indian federation is not the result of an agreement by the units.

2.Component units have no freedom to secede from it.
