India should have self government was first proposed by Lord Rippon in the year 1882.  He passed a resolution in the year 1882 which started the system of municipalities in Indian towns.  Bal Gangadhar Tilak was the first freedom fighter to propose the idea of Swaraj or self government for India.  This idea was later used by Gandhiji in Non-cooperation and Civil Disobedience movement.
