statement is that Indian agriculture is a gamble of monsoon because Indian agriculture depend on the monsoon rainfall which is very essential for growing of the crop many areas like Rajasthan doesn't have water So they can't get the field irrigated so they completely depend on rainfall that is monsoon for their crop irrigation

It's related to the climate of India and it's agricultural economy. Farmers do have irrigation facilities and canals but depend largely on the monsoon.
