Though the constitution possesses the requisites of federation yet it set up a highly centralized structure of government reminiscent of a unitary system.

India is a federal country because there are governments at both the central and state levels. Our Constitution gives the instructions about the division of powers between centre and states. Though our constitution possesses the requisites of a federation, yet it sets up a highly centralized structure of government at the central level. In fact the Union of India is a federation with strong centralized tendency.
Indian Constitution has a unitary bias because
1) The central government has the powers to dismiss a state government if the state government is not functioning according to the Constitution.
Example :- If we look back into the history we will find many examples relating to the above point. Recently the Uttarakhand Government was dismissed by the Central Government on the grounds that the Uttarakhand Government was lacking the complete majority. although the Congress ruled Uttarakhand Government filed a petition in the court and ultimately won the case.
When Indira Gandhi was the Prime Minister of India, she also misused the Article 356 of the Indian Constitution and dismissed many state governments.
2) The state governments depend upon the central government for financial aid.
Example :- Whenever a state is suffered by a natural disaster like cyclone, earthquake, landslide, flood or drought, that particular state has to seek financial support of the central government. In the year 2015, the state of Jammu and Kashmir suffered heavy loss due to floods and the central government provided the financial aid to deal with the situation.
