Not precisely because the introduction of our Constitution or the preamble says about the Philosophy of our Constitution it's objective perspective and as said by the supreme court in kesavanandha Bharathi case, preamble is the key to unlock the Constitution. The rights regarding children, women and minorities are said in the part 3 of the Constitution as fundamental rights. Which is known as fundamental because it can enforced through a court of law by virtue of article 32 of the Constitution.
