Of Course, because democracy depends upon people and the opinions of people perform a vital role in policy making. But, few people and some government does not remember the people's opinion and relay its policy relentlessly.

As per the judictiory it matters because public are the ones who decides what is good for them as well as what is bad. simillary if we consider policy making the policy which is made is for our benefits so why shouldnt public make it .
so as a conclusion yes it is important that public should be involved in policy making.
