In 1978 the Northern Mariana Islands Self-Governing Commonwealth concluded a constitutional union agreement with the United States of America, which was granted U.S. citizenship to the people of that commonwealth in 1986.

Local Governments – Local governments range from populations of fewer than ten to populations of more than ten million. They have much of the same services, including teachers, police, firefighters, leisure centers, libraries, and local public works such as roads and sewage treatment stations.
