It will have many adverse effects on the Indian subcontinent and for the Indian population too.
Indian monsoon is said to be a unifying bond for the people of the country because when monsoon comes it comes for all, it doesn't so any kind of partiality. Yes it is true that rate of rain is not same throughout the country but it is because of geographical barriers.
Now if monsoon is disturbed for a long time then it will effect the country as some part will be drought prone (as of now) and it will effect the health as well as wealth of the population. It will also effect the relation of the people with each other and the government.
