The VII A group in the periodic table is called inert gases because they have eight electron in their valance shell and their outermost shell is complete. They do not take part in any chemical reaction because their valancey is zero that's why they are called inert gases and noble gases.

About 0.95% of air is noble gases. These are the group of gases which do not react with any substance under normal condition. For example: Helium, neon, argon, krypton, Xeon and radon.
