When a balloon is pricked with a pin the air rushing out of the balloon through the hole pushes the air in the surrounding. Now due to Newton's third laws of motion the air surrounding the balloon also pushes it with equal force in opposite direction. So when the balloon is pricked with pin it moves in opposite direction.
