The actual Sarnath capital features four Asiatic lions standing back to back, symbolizing power, courage, confidence and pride, mounted on a circular base. At the bottom is a horse and a bull, and at its centre is a wheel (Dharma chakra).

A graphic representation of it was adopted as the officialEmblem of India in 1950. ... The capital was originally probably crowned by a 'Wheel of Dharma' (Dharmachakra popularly known in India as the "Ashoka Chakra"), with 24 spokes, of which a few fragments were found on the site.
