Explanation:

Social responsibility of citizens is not a term well defined or explained either in our constitution or in any statute made under it. Though the fundamental duties have been added to the constitution no social responsibility was added. The Fundamental Duties' are defined as the moral obligations of all citizens to help promote a spirit of patriotism and to uphold the unity of India. This can be interpreted as social responsibility in a wider sense These duties set out in Part IV–A of the Constitution, concern individuals and the nation. Like the Directive Principles, they are not enforceable by courts unless otherwise made enforceable by parliamentary law.

Thus there is nothing like social responsibility that can be enforced on people. According to democratic principles the government is of the people, by the people and for the people. The people are the masters. The government which is the representative of the people given the power of governance to act for the well being of the people, say masters has no right to enforce social responsibility on the people. Like ethics, spirituality, religious belief social responsibility is a subjective term. It is left to the people to follow such things, unlike any code of conduct put it in writing.
